Council revises city income tax code

Richfield Village Council voted to revise the income tax code at its March 21 meeting.
The revised code added language relating to: nonresidents being taxed for their work in Richfield; pass-through entities (such as associations) being taxed on shares for doing business within the village; and refunds on taxes withheld from nonqualified deferred compensation plans (NDCP).
Council also approved its 2006 budget of $19.1 million. That includes $12.2 million for village services; $1 million for the sewer operations fund; $1.2 million for the bond retirement fund; and $1.6 million for the street maintenance and repair fund. Council also approved a budget of $2.9 million to cover carry-over obligations from 2005.
In other action, council approved:
a contract with Arcadis G&M of Ohio for professional engineering services for the Municipal Center. The amount is not to exceed $12,500;
a change order for the state Route 303 water line project in the amount of $5,369;
change orders for the Town Hall remodeling project. The changes to interior finishes will cost $21,546, while the changes to the final demolition will cost $30,191;
a change order — the 17th such change — on the Brecksville Road reconstruction project. The amount is $94,990;
the issuance of bonds totaling up to $1.1 million for improvements to the new Municipal Center site. The bonds will pay for access roads, curbs, sidewalks, outdoor lighting and furniture, acquisition of real property and landscaping.
In other news, Police Chief Dale Canter reported that Summit County Council has suspended its ordinance against public smoking. [See related story on Page 1 of March 23, 2006, West Side Leader, which can be accessed at www.akron.com.]
He also said the Richfield Jail had passed its 57-point inspection by the state. This year, the maximum stay in the jail for inmates increased from five to 12 days.
Canter added that Lt. Joseph Davis is back on the job after graduating from the 224th FBI Academy.
Fire Chief Joe Stopak said his department will present fire safety classes at Hobbits Preschool in April.
Recreation Director Ruth Jocek said there is a wealth of information about her department on the village Web site, www.richfieldvillageohio.org.
She also said the Easter Egg Hunt will take place April 8 at the Town Hall at 11 a.m.
Zoning Inspector Roger Swan reported the Village Café opened last week at the site of the former Café Mia at the intersection of Brecksville Road and state Route 303.
The next Richfield Village Council meeting is scheduled for April 4 at 8 p.m. at the Senior Center, 4400 W. Streetsboro Road.
