Springfield trustees approve changes to employee manual, certify abatements
SPRINGFIELD — The Springfield Board of Trustees gathered for a special meeting Aug. 23.
At the meeting, trustees OK’d:
• a payment of $2,318 from Police Fund 2081 for the township’s half of a bill for a recent arbitration issue;
• the hiring of Douglas Arnold effective Aug. 27 as a probationary part-time police officer at the current starting rate;
• the certifying of $3,626 in abatements for 14 nuisance properties, which will be forwarded to the Summit County Fiscal Office to be placed on tax duplicates as a lien; and
• the following changes to the employee policy manual: all new hires must enroll in the electronic funds deposit program through the fiscal officer; pay periods will now start Mondays at 12:01 a.m. instead of Wednesdays at 12:01 a.m., and the monthly salaried payroll will be generated with the first biweekly payroll of the month for distribution following the pay period; the processing of all payroll items will be issued on a single warrant; the part-time service credit for employees promoted to full time has been eliminated; and a conversion plan has been created to convert vacation leave to cash for leave that is accrued but not used during a calendar year, and these earnings have employee and employer contributions that are remitted to the Ohio Public Employees Retirement System;
The next regular meeting is set for Sept. 13 at 7 p.m. at Town Hall, 2459 Canfield Road.
Installation of traffic signal to cause traffic disruptions
LAKEMORE/SPRINGFIELD — Possible temporary lane restrictions may occur at the intersection of Springfield Lake Drive and Canton Road starting Sept. 4, according to Summit County Engineer Alan Brubaker.
According to Brubaker’s office, motorists should anticipate possible delays near and at the intersection as crews begin work to install a new traffic signal.
Traffic will be maintained during the lane restrictions through the use of traffic-control devices and/or a law enforcement officer to direct traffic, according to Brubaker’s office. All work is subject to weather conditions.
The installation of the new traffic signal is an effort to improve safety at the intersection and along the Canton Road corridor between Sanitarium and East Waterloo roads, according to Brubaker’s office.

United Way to allocate emergency funds
DOWNTOWN AKRON — Local emergency food and shelter programs are eligible to receive funding from the United Way of Summit County (UWSC).
The Summit County Emergency Food and Shelter Local Board, consisting of representatives from voluntary, governmental and religious sectors, will determine how to allocate $228,242 in federal funds that were awarded to Summit County for local eligible emergency food and shelter programs. According to the UWSC, the federal funds decreased 6 percent this year.
Officials added that the funds are to be used by eligible local service agencies to supplement and expand the capacity of existing emergency food and shelter programs in Summit County. Funds are not to be used for creating new programs.
Under terms of the grant, organizations receiving funds must be private, voluntary nonprofits or units of government; have an accounting system and conduct an annual audit by an independent accountant depending on the award amount; practice nondiscrimination; operate an ongoing program that has demonstrated capability to deliver emergency food and/or shelter programs; have computer and Internet access; and have a voluntary board if a private, voluntary organization.
The Summit County local board has distributed Emergency Food and Shelter Funds previously to 23 participating agencies, which provided more than 158,350 meals and 7,600 nights of shelter, paid 146 utility bills and provided 149 units of rent or mortgage payments, according to UWSC officials.

Forum planned on artist live/work space
DOWNTOWN AKRON — A community forum on creating artist work/live space in Akron will take place Sept. 11 from 5:30 to 7 p.m. at the Andrew Jackson House Ballroom, 277 E. Mill St.
The forum is sponsored by the University Park Alliance and Artspace, a national nonprofit organization dedicated to creating affordable spaces for the arts.
Sponsor officials said the purpose of the forum is to understand the potential to create a successful, affordable, self-sustaining arts development project in Akron.
